Funding of Development Projects for Feature Films by the South Eastern European Cinema Network (SEE)

The Deputy Ministry of Culture-Cultural Services announces that the South
Eastern European Cinema Network (SEE) launches a contest between its
member-states for the funding of Development Projects for Feature Films. In
its next meeting, to be held this coming November 2022, the Network will
examine the submitted proposals and select the best among them to be funded.

The Ministry of Education, Culture Sport and Youth (Cinema Advisory Committee – CAC)
announces that it will accept proposals under consideration concerning film production funding for
the year 2021 -2022 only for the below categories:
1. Script writing development for Feature – Fiction Film / Low budget (Animation and
Documentary Films are not eligible)
2. Script writing development for Feature – Fiction Film / High budget (Animation and
Documentary Films are not eligible)
3. Development for Feature – Fiction Film / Low budget & High budget (Including
Medium Length Documentary (duration 50-60 minutes)
4. Production for :

i. Short Fiction Film up to 15 minutes
ii Short Fiction Film up to 25 minutes
iii. Short Fiction Animated Film up to 15 minutes
iv. Short Documentary Film up to 30 minutes
iiv. Medum Length Documentary Film 50 to 60 minutes

5. Minor Coproduction Program
The level of the Funding Support to a film will depend on the Ministry’s Annual budgetary
possibilities for Cinematographic Productions.
Additional Information:
1. Applicants must be aware of the Regulation for Funding and their applications must conform to
it. Incomplete applications or proposals not conforming to the Regulation shall be excluded.

Upon completion of a production, filmed in Digital Format, (HD 2K, 4K) the producer has to
deliver to the Cinema Archives (MOEC- Cultural Services) 2 Master DCP (Digital Cinema
Package), one of them with English subtitles. The cost of the 2 DCP should be included in the
total budget of the movie.

Are you a young filmmaker, scriptwriter or producer who has a short film project you want to develop on a European scale? 



European Short Pitch is an annual program aimed at discovering and supporting young European talents in the development of their short films, and fostering cooperation and collaboration between industry professionals from all over Europe. European Short Pitch combines mentoring on short film development with a pitching and networking event. Participants are selected with their short film project and attend first a scriptwriting workshop accompanied by renowned tutors and then a Coproduction Forum to develop their project on an international scale and meet potential European partners: producers, financiers, buyers, and distributors.



  • Creative teams (writers, directors, producers) developing international short film projects. It is strongly advised to already have a national production company interested or attached to the project at the time of the Coproduction Forum.
  • Scriptwriter (author) must be between 18-35 years of age on 29 May 2020.
  • Citizen/resident of Cyprus or any other member country of the Creative Europe Programme.
  • Confirmation of availability for the five-day workshop (September 2020) and Coproduction Forum during the Brest European Short Film Festival (12-15 November 2020).
  • Good knowledge of English is essential in order to participate.



For each project, the fee of €650 covers tutorship costs, accommodation and board for both sessions. Travel costs are the responsibility of the applicant.

Following the initiatives announced by the Minister of Education, Culture, Sports and Youth for supporting Culture in the wake of the crisis caused by the Pandemic (lockdown conditions-restrictive measures, world health crisis, victims, consequences, the ‘day after’ the end of restrictive measures) and with a view to support the creativity of artists, the Cultural Services announce that they will accept short films with a running time of 1΄ to 3΄ on the theme: ‘life under conditions of lockdown and a global crisis’.

Terms for participation:

  1. Applications may be submitted by Cypriot film directors and visual artists (either inside or outside Cyprus) and permanent citizens of Cyprus.
  2. Applicants must have already worked on the production of a creational audiovisual work, including video art in the case of visual artists
  3. The film must have a running time of 1΄ to 3΄ and must not have been previously screened in any form of media until the award process is complete.
  4. All applicable protection rules and measures announced by the government during the production of the work must be complied with.
  5. Films produced by any medium and technique, regardless of style, genre or category (e.g. narrative, alternative, documentary, animated) will be accepted.

The Selection criteria will take into account the following:

  1. Originality of the concept
  2. Addressing the human dimension under specific conditions, through art.
  3. Ability to produce a finished work under the special lockdown conditions.

Documents to be submitted:

  1. Letter to the Cultural Services of the Ministry of Education with a short description of the film.
  2. The link of the film and the film in an mp4 format.
  3. Curriculum Vitae of the applicant together with the links of his/her previous audiovisual creations.
  4. A list of participants (if any).
  5. An official declaration from the applicant verifying that the work submitted has not been screened and shall not be screened until the completion of the procedure.
  6. Acknowledgment of assigning to the Cultural Services the right for the public screening of the films to be selected for a period of six months (e.g. online, tv broadcasting, in a cinema, either autonomously and/or with together with other winning films).
  7. Acknowledgment by persons who may have copyrights (e.g. music, archived material) of assigning to the Cultural Services the right of screening the films at the Cultural Services.

The Selection Panel shall comprise 5 members and shall be announced shortly. The Cultural Services endeavour to support a significant number of films with the amount of 1000 euro, in order to encourage creativity during these difficult times and to promote Cypriot creations.

for Applications for the upcoming PITCHER PERFECT workshop in Croatia.

This 3-day workshop is designed for fiction feature film producers. Goals are to improve producers&#39;
pitching skills and increase their confidence levels in meeting with industry experts, while receiving
feedback for their projects and presentation techniques. The workshop will take place from
September 27th to 29th in Croatia.

Industry experts include Katie Mustard, one of the leading film producers and line producers of
independent cinema, named by Variety&#39;s Top 10 Producers To Watch and current Production
Executive for Netflix International Originals, Mimi Steinbauer, president and CEO of Radiant Films
International, international sales veteran who worked on acquiring, financing and selling such films
as Academy Award nominated Blue Valentine, The Lord of the Rings Trilogy, The Hurt Locker and The
Matrix, Anita Juka, Croatian producer with extensive experience in international co-productions,
producer of You Carry Me, awarded Croatian film available on Netflix as the first one from the region,
while the workshop will be led by Jan Miller, one of the world leading coaches in pitching, an
international consultant, the director of Trans Atlantic Partners and founding chair of Women in Film
and TV – Atlantic.

Pitcher Perfect is an interactive workshop which will: 
– further develop the elements of the story/project idea
– identify the key components that contribute to a good pitch: the introduction, cut line,
logline, synopsis, the heart, the package of pluses, the close
– teach how to adapt your pitch to a conversational one-on-one, a chance meeting, a pitch
forum presentation
– teach how to research you audience before the meeting
– identify and strengthen your personal communications skills to reinforce your pitch in person
– improve your story telling skills: clarity, structure, economy, vision
– strengthen your ability to hook your listener and effectively convey both the essence of your story and what credentials you’re are bringing to the table
– review and improve the essentials required for a pitch one sheet
– identify achievable goals for each kind of meeting
– develop the skills for follow-up
– identify how to pitch to the right person at the right place, at the right time

Eligible participants are European producers with a feature fiction film in development.

Each Applicant should submit the following in English language:

Co-financing forum Baltic Sea Docs 2019 call for applications

The applications for the 23rd edition of the co-financing forum Baltic Sea Docs 2019 in Riga, Latvia is now open!


We are looking forward to receiving documentary, documentary animation and cross media projects originating from and/or related with wider Baltic Sea Region countries and former Soviet Union territories!


What to expect:

The Baltic Sea Forum for Documentaries takes place in Riga, Latvia, from September 3 to 7.

Selected projects will participate in preparation workshop led by team of tutors (September 3 to 5 – practical analysis of the projects, preparation for project presentation; workshop dedicated to the Impact Distribution Strategy) and the pitching session (September 6 to 7) that is followed by individual meetings with decision makers (4-6 meetings, 20 min each). There is no participation fee.

An Award will be given to one project – the opportunity to work on their film project together with an international editing consultant.


Being a rather small scale event, BSD offers good networking opportunities and a nice balance between hard work and friendly atmosphere!

Call for submissions - 60th Thessaloniki International Film Festival

The 60th anniversary edition of the Thessaloniki International Film Festival will take place from October 31st to November 10th, 2019, in the city of Thessaloniki, Greece, and has the pleasure to announce that film submissions are now open.
The deadline for submissions is the 19th of July.

The festival requires an entry fee of €25 Euros for each submission. The fee is not applicable for Greek films.
The submissions also concern VR / Virtual Reality films (no entry fee).

The Ministry of Education and Culture and the Rialto Theatre announce the call for entries of the
International Short Film Festival of Cyprus (ISFFC).
The main objective of the ISFFC is the promotion of the cinematographic art by presenting a diverse
programme of short films from around the globe, as well as to showcase the work of talented
filmmakers who successfully use creative cinematic language forms and effectively tell a story in a
short film. The Festival’s aim is to promote and propagate short films and to develop a spirit of
friendship and cooperation among filmmakers.
The Festival is held annually. Fiction, documentaries, experimental, student and animation short films
not exceeding 25 minutes in length are eligible for participation in the festival’s competition sections.
The Festival announces an open call for submissions via the platform. National
films may be submitted free of charge.
Cypriot films compete for both the International and the National awards of the Cyprus
Ministry of Education and Culture. Cypriot Directors who live and work in Cyprus or abroad
are entitled to submit their work. The right to participate is reserved to films being screened for the
first time in Cyprus.
The International Short Film Festival of Cyprus was selected by the European Film Academy to join
the network of its partner festivals. Further to the ISFFC’s inclusion in the EFA’s network, as of 2019,
the Festival shall have the right to nominate one short film for the European Film Academy Awards.
The Festival will take place at the Rialto Theatre in Limassol, from the 12 th to the 18 th of October 2019.
A five-member international Jury (the names of the jury members will be announced at a later stage)
will award the prizes to the films competing in the National &amp; International Competition sections.

The Thessaloniki Documentary Festival has the pleasure to organize for the first time the Agora Pitching Forum bridging projects with experts and financiers. In the well known hospitable environment of the TDF, you will have the opportunity to network with professionals and colleagues and fine-tune your project to reach its maximum potential.

The Agora Pitching Forum consists of a three-day programme, where 10 select documentary projects will receive development consultancy and intensive pitching training.   The projects will be pitched to a panel of international financiers from leading broadcasters. The pitching session is followed by individual meetings between pitchers and financiers for in-depth discussions about further development and possible future collaboration.

We are looking for:

  • Feature length documentary projects (52 min or more) from Southeastern Europe and the Mediterranean region.
  • They should be either produced or co-produced by a country within these regions or contain narrative elements that link them to these regions.
  • Projects should have a producer and a director attached and could be in all stages of development.
  • Our main focus in the selection procedure will be on projects that present a high possibility of being realized, combining this quality with artistic elements.
  • Countries that are eligible to submit are: Albania, Algeria, Bosnia & Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Egypt, France, FYROM, Greece, Hungary, Israel, Italy, Kosovo, Jordan, Lebanon, Libya, Malta, Montenegro, Morocco, Palestine, Poland, Portugal, Romania, Serbia, Slovak Republic, Slovenia, Spain, Syria, Tunisia, Turkey and UNMI Kosovo.

TSFM screening theatre. In addition, accredited guests may access

The Torino Short Film Market is the most important opportunity in Italy

The Torino Short Film Market (22-25 November 2018) involves four days of short film screenings exclusively open to accredited professionals.
